COLUMBIA, S.C. (WIS) – The South Carolina Department of Transportation announced Tuesday evening 2.3 miles of Hardscrabble Road has fully opened.
WIS News 10 published a lengthy investigation into the timeline and delays with the project, which was supposed to be completed in 2019.
Now, state officials say the project is on track to be completed by spring of next year. A more concrete completion date has not yet been set.
The project to widen nearly seven miles of Hardscrabble Road was partially funded by the Richland County Penny Tax program and managed by SCDOT.
Officials announced Tuesday in a news release that a portion of Hardscrabble Road has been widened to four lanes, including a two-way turn lane, with new drainage under the road. The road is now open between Marchbank Parkway and Kelly Mill Road, SCDOT officials said.
SCDOT officials also said new traffic signals were installed at intersections at Lake Carolina and Kelly Mill Road.
WIS News 10′s investigation found the contractor for the project, Palmetto Corporation of Conway, said multiple utilities and City of Columbia Water caused a delay for more than 2 1/2 years. In one document, PCC said city of Columbia waterline relocations were there was a delay waterline relocations were “inaccurate” and “not performed to an acceptable standard.”
In February, SCDOT said the project was about 80% completed.
